PUBLIC HEARING to consider a Rezone to Planned Unit Development and <br />PUD Development Stage Plan/Preliminary Palt for a mixed density residential <br />development (222 single family lots and 85 unit multi -family building) to be <br />called NorthPointe, located at the southeast quadrant of 20th Avenue S (CSAH <br />54) and Cedar Street <br />Mr. Laden excused himself from this item due to a conflict of interest. <br />Ms. Larsen presented the staff report. She explained that this item has not yet been <br />reviewed by the city's Park Board or Environmental Board. Once the boards have <br />reviewed the application, staff will bring it back before the P&Z Board for further review. <br />Staff recommended opening the Public Hearing to take public comment, but continuing <br />the hearing to the next meeting in order to allow for comments by the city's Park Board <br />and Environmental Board. <br />Board member comments included: V j <br />- Concern for increased traffic on Centerville Road <br />- Noise mitigation from 35E on the NE side should be considered <br />- Traffic Studies should include the intersection of Birch Street and Centerville Road <br />Mr. Larry Olson, AJE Companies, 1875 Station Parkway, Andover, was present for <br />questions. Mr. Olson mentioned that he has discussed a ghost plat with the neighboring <br />property owner to the east. <br />Staff discussed future development of the property to the east. <br />Chair Tralle opened the Public Hearing at 7:32 p.m. <br />Fran Burque, 6518 201h Ave. S., asked about an extension of Birch Street. <br />Jim Nelson, 6747 201h Ave., stated concern about increased traffic on 201h Ave. and <br />County Road J, adding that it is challenging to cross the freeway. He was also concerned <br />about drainage and flooding onto his property. He asked about road and development <br />improvements to Center Street. <br />Patrice Carpenter, 6748 201h Ave., expressed concern about drainage onto her property <br />and protecting trees on her property.
