• <br />• <br />PLANNING AND ZONING BOARD <br />The Planning and Zoning Board held a public hearing on this request at the October 11, <br />2006 regular meeting and unanimously recommended approval of the request subject to <br />the conditions included below. <br />RECOMMENDATION <br />Staff is recommending approval of this request, subject to the following conditions: <br />1. All lots in the plat, including the existing home, must agree to connect to City <br />utilities. The City will not approve the final plat without legally enforceable <br />assurance that all properties will connect and existing onsite septic systems will be <br />appropriately abandoned. <br />2. Existing wells shall be capped when required by Minnesota Dept. of Health <br />requirements. <br />3. Issues discussed in the City Engineer review memo must be addressed to his <br />satisfaction. <br />4. A development agreement between the city and the developer must be executed prior <br />to the issuance of any building permits for the site. <br />5. The north 30 feet shall be dedicated to the City on the final plat for right of way for <br />Arlo Lane. <br />6. Park dedication must be paid in accordance with the city's fee schedule. <br />7. A permit from the Rice Creek Watershed District must be issued prior to final plat <br />approval by the City. <br />8. Infiltration areas proposed on site should have the City native seed specification used. <br />9. A boulevard tree shall be provided for each lot frontage unless the city forester <br />approves the substitution of a preservation - worthy tree that exists on the site. <br />10. A tree inventory and preservation plan must be submitted to the city prior to any <br />construction on the site. <br />This review is based on the following plans and information: <br />City Engineer Comments dated September 18, 2006 <br />Environmental Board Comments dated August 3, 2006 <br />Boundary /Topographic Survey, June 30, 2006 <br />Preliminary Plat submitted June 30, 2006 <br />Preliminary Utility Plan submitted September 7, 2006 <br />Preliminary Grading and Erosion Plan submitted September 7, 2006 <br />_82_ <br />
