• <br />COUNCIL MINUTES <br />DRAFT <br />DECEMBER 11, 2006 <br />1 <br />2 Council Member Carlson moved to approve Resolution No. 06 -199, as presented. Council Member <br />3 Stoltz seconded the motion. Motion carried unanimously. <br />4 <br />5 Consider Approval of Resolution No. 06 -197, Authorizing a Joint Powers Agreement for <br />6 Vadnais Lake Area Watershed Management Organization, Gordon Heitke — City Administrator <br />7 Heitke advised the Vadnais Lake Area Water Management Organization (VLAWMO) acts as the <br />8 Local Govemment Utility (LGU) in the administration of the Wetland Conservation Act for the six <br />9 government entities and promotes preservation of natural surface and ground water systems. The <br />10 current Joint Powers Agreement, which authorizes VLAWMO to act for the member government <br />11 units, is set to expire on January 1, 2007. <br />12 <br />13 City Administrator Heitke referred to the new Joint Powers Agreement which would be effective <br />14 through the year 2011, noting the significant changes. The source of revenue for the operating budget <br />15 will initially continue to rely on annual payments from the general funds of member units; however, <br />16 other members have indicated their intention of pursuing levy authorizing for VLAWMO in order for <br />17 there to be equitable means within their jurisdictions of funding watershed districts and VLAWMO. <br />18 <br />19 Council Member Reinert moved to approve Resolution No. 06 -197, with staff clarification of the <br />20 dates. Council Member O'Donnell seconded the motion. Motion carried unanimously. <br />21 <br />22 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />23 <br />24 Consideration of Resolution No. 06 -206, Accepting a Donation of $1,900 and Digital Equipment <br />25 from Target for Supplies Associated with the Youth in Need Grant, Dave Pecchia — Chief of <br />26 Police Pecchia advised the Lino Lakes Police Department is requesting Council adopt Resolution No. <br />27 06 -206 and publicly thanking Target for their generous donation to the City of Lino Lakes. <br />28 <br />29 Ms. Brenda Barr, Target Stores, came forward and also presented the Lino Lakes Police Department <br />•30 with a camcorder for use within the department. She thanked the City and Police Department for a <br />31 great partnership with Target Stores. <br />32 <br />33 Council Member Stoltz moved to approve Resolution No. 06 -206, as presented. Council Member <br />34 Carlson seconded the motion. Motion carried unanimously. <br />35 <br />36 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />37 <br />38 There was no report from the Public Services Department. <br />39 <br />40 COMMUNITY DEVELOPMENT DEPARTMENT REPORT, MICHAEL GROCHALA <br />41 <br />42 Consideration of Resolution No. 06 -198, Approving a Comprehensive Plan Amendment to <br />43 Change the Designation of Certain Properties from Public /Semi - Public to Low Density Sewered <br />44 Residential for the St. Paul Regional Water Services, Paul Bengtson — Associate Planner <br />45 Bengtson advised the St. Paul Regional Water Services previously requested variances for required <br />3 <br />• <br />
