• <br />• <br />• <br />COUNCIL MINUTES <br />DRAFT <br />DECEMBER 11, 2006 <br />1 road frontage, minimum lot area, depth and width to allow the division of the subject sites by a future <br />2 administrative minor subdivision. The intention of the application is to allow the shoreland parcels to <br />3 be divided in the future and sold to adjacent property owners for combination into existing parcels. <br />4 <br />5 Associate Planner Bengtson stated this process was complicated by the fact that the Comprehensive <br />6 Plan designates some of these parcels as Public /Semi - Public because there were held by a <br />7 governmental agency at the time of the last Comprehensive Plan. Staff has initiated the process of <br />8 amending the Comprehensive Plan to designate these parcels in a fashion similar to the adjacent <br />9 properties to which these parcels will eventually be combined with. <br />10 <br />11 Council Member Reinert moved to approve Resolution No. 06 -198, as presented. Council Member <br />12 O'Donnell seconded the motion. <br />13 <br />14 A roll call vote was taken: five yeas and zero nays. Motion carried unanimously. <br />15 <br />16 Consideration of Resolution No. 06 -200, Authorize Professional Services for Water Emergency <br />17 and Conservation Plan, Jim Studenski — City Engineer Studenski advised public water suppliers <br />18 that service more than 1,000 people are required to have a Water Emergency and Conservation Plan <br />19 approved by the Department of Natural Resources. <br />20 <br />21 City Engineer Studenski stated the current Water Emergency and Conservation Plan was created by <br />22 TKDA in 1997 and revised in 2004 to meet the requirements of a federal mandate of the USEPA, <br />23 under the Homeland Security Act. That federal mandate required the City of Lino Lakes to prepare a <br />24 Water System Vulnerability Assessment and amend and update the Water Emergency and <br />25 Conservation Plan with the purpose of evaluating the existing security of the water system. <br />26 <br />27 Council Member Stoltz moved to approve Resolution No. 06 -200, as presented. Council Member <br />28 Carlson seconded the motion. Motion carried unanimously. <br />29 <br />30 UNFINISHED BUSINESS <br />31 <br />32 Consider Approval of October 2, 2006 Council Work Session Minutes — Council Member Reinert <br />33 moved to approve October 2, 2006 Council Work Session Minutes, as presented. Council Member <br />34 O'Donnell seconded the motion.
