Main Street Village <br />page 6 <br />the designation of certain wetlands as "high priority ". These will have higher standards of <br />protection. There are wetlands on the Main Street Village site, but none have been designated <br />as high priority. <br />Drainage and utility easements must be established that cover and extend beyond the <br />wetlands, in accordance with City requirements. There will be an easement over the <br />incidental wetlands in Outlot C because they will become stormwater ponds. <br />There is no designated floodplain on the site as shown on the r'EMA map <br />The plans show little space for snow storage after plowing. A snow storage area must be <br />designated or snow must be completely removed from the site. This is more than only a <br />operations and maintenance issue. Parking lot and roadway snow contains salt and other <br />chemicals, and can affect water quality. For example, piling snow in the large wetland is not <br />an acceptable practice. Snow management will be addressed in property association <br />documents. <br />This report discusses the AUAR requirements for stormwater management in a previous <br />section. <br />Roads, Access, Traffic, Circulation: A traffic study was prepared for the <br />development. Upon the recommendation of the Anoka County Highway Department, the <br />study analyzes the current proposal (phase one), full development of the site (phase 2), and <br />year 2030. The study assumes the north access (existing bank road) will continue as a full <br />access point with phase one of the development, but be converted to right- in/right -out with <br />phase two. As to the southern access, it will be a full access intersection that will function <br />properly with a stop sign with full development but will require a traffic signal by 2030. <br />The intersection of Otter Lake Road and Main St. will function well until 2030 but will fail <br />then. The AUAR's traffic analysis also recognized that this intersection will fail at that time. <br />This is an important transportation planning issue that will require the attention of both <br />County and City as well as the developer. It will require further improvements such as <br />additional lanes on Main St. This is discussed further below under 6). <br />The plan includes right of way dedicated for Otter Lake Road as well as a triangle for future <br />needs at the Main St. intersection. In addition, right of way is to be dedicated to <br />accommodate the future traffic signals at the southern access on Otter Lake Road. City staff <br />estimated that an additional five feet of ROW was needed. However, Anoka County requires <br />and additional ten feet. This will be a condition of approval. <br />The site ultimately will have four access points: a right -in only slip ramp from Main St; the <br />existing access on Otter Lake Road north of the bank; a new access on Otter Lake Road north <br />of the water tower, and the service road along I -35E. Thong), the four access points have not <br />changed, the internal circulation design changed significantly after the initial submittal, which <br />required re- examination of how the site will function.
