The letter also cites
several accidents, near accidents, and safety issues with both commuter and pedestrian
traffic at the Ware Road / Birch Street intersection.
In a February 27, 2008 report from the Lino Lakes Police Department Accident Database
14 accidents from January 1, 2002 to February 22, 2008 occurred in the area of Ware
Road and Birch Street. Five of the 14 accidents in the area where specifically reported at
the intersection of Ware Road and Birch Street. It is not clear from this data whether or
not the accidents can be mitigated by traffic control improvements.
A Traffic Analysis Memo dated September 23, 2002 was prepared for the Spirit Hills
Commercial Development. The Traffic Analysis Memo found the intersection of Ware
Road and Birch Street to be operating at an acceptable level prior to site development.
The Traffic Analysis Memo also provides post development operation of the Ware Road /
Birch Street intersection. While the post development operation of the intersection shows
some congestion on the southbound approach of Ware Road to Birch Street, the Traffic
Analysis Memo states that it does not indicate any safety problems at the intersection.
The Traffic Analysis Memo made recommendations to construct left and right turn lanes
from Birch Street to Ware Road to facilitate the development of the site and maintain
1
