WS — Item 3 <br />WORK SESSION STAFF REPORT <br />Work Session Item 3 <br />Date: Council Work Session, March 3, 2008 <br />To: City Council <br />From: Gordon Heitke <br />Re: Charter Amendments <br />Background <br />The Mayor has requested a clarification of the impact of the various charter amendment <br />alternatives on the ability of the city to issue tax - exempt bonds for improvements. The <br />issue of taxable versus tax - exempt bonds relates to whether the terms of assessments are <br />the same all assessed persons. This situation of differing terms of assessments exists <br />within the provisions of the charter exempt zones of some of the alternate amendments <br />and in the case of having an assessment area which includes some properties located in a <br />charter exempt zone and some outside of the zone. <br />Mr. Bubul has provided a narrative description of tax - exempt bond status for each <br />amendment alternative and has prepared a supplement to the alternative comparison grid <br />previously provided to you. Staff has provided maps of the three charter exempt zones. <br />(Please bring materials from the Feb. 27 Special Work Session.) <br />Requested Council Direction <br />Staff is seeking direction as to the Council's next step in considering a charter <br />amendment. <br />Attachment(s) <br />1.
