• <br />• <br />ws %lo <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 5 <br />Date: Council Work Session, Monday, April 7, 2008 <br />To: City Council <br />From: Michael Grochala <br />Re: Hodgson Road /County Road J intersection <br />Background <br />Staff has been in contact over the past several months with developers who have a <br />grocer interested in development of the Hodgson Road and County Road J <br />intersection. The developers have been in discussions with landowners on both the <br />east and west sides of Hodgson Road to determine if land assembly is possible on <br />either side of the road. <br />Any type of commercial redevelopment of the 49/J intersection will entail the <br />resolution of a number of obstacles. Land assembly will be a challenge for any <br />development; some landowners are interested in selling, others are not, and others are <br />asking more than the current commercial market will bear. At this stage, it appears <br />that land assembly on the west side of Hodgson Road may be the most feasible. <br />If developers are able to negotiate land acquisition, considerable improvements to <br />both Hodgson Road and County Road J will be required. Right -of -way acquisition, <br />widening of the roads, turn lanes, signalization of the intersection and extension of <br />utilities to the site will be necessary for commercial development. City assistance will <br />be required to complete these improvements in order to make commercial <br />development financially feasible. Additional study would be required to determine <br />which landowners would benefit from improvements and how assessments could be <br />spread over the benefitting area. <br />• EDAC has reviewed and discussed the concept of a grocer anchor on this intersection. <br />EDAC has long recognized this site is a gateway to Lino Lakes and has had a goal to <br />
