Two components of our <br />review are to provide an Annual Adjustment to all employees in order to maintain our <br />internal equity. We also look at the external market to determine if we are maintaining <br />our marketability. <br />City staff is working with Springsted Inc. to audit certain pay program functions <br />including a review of internal equity, development of a pay program philosophy and a <br />review of pay for performance. <br />Until that is completed, staff is reluctant to make a recommendation on market increases <br />for this group — although a couple appear to be warranted as in the case with AFSCME. <br />Instead, we would recommend the same 3% Annual Adjustment that all employees are <br />scheduled to received in 2008 and is that percentage that is consistent with the <br />metropolitan area. <br />We would ask the council to review the Pay Program after completion of the audit. <br />As with all other employee groups the city proposes an increase of the employers <br />percentage of health insurance contributions by up to 2 %, depending on what happens to <br />our rates. <br />Requested Council Direction <br />Staff is looking for approval or additional direction with regard to this contract. The only <br />other contract approved (2007 -2008) was for police officers and included a 3% annual <br />adjustment for 2008. <br />
