What is happening within the partnership within council and <br />within the council -staff partnership? <br />The following observations were made: <br />• The behaviors some use to express and deal with <br />disagreements among council and between council members <br />and staff seems to be tearing relationships within the council <br />and between the council and staff apart. <br />• Can the council establish "rules of engagement" on how people <br />should handle disagreements that occur within the body and <br />between the body and staff members? <br />• Is there a need for a "new model or process" in which the <br />council and staff work with each other to bring forth and <br />discuss significant issues as they evolve? There is a perception <br />that the current model seems to be based upon staff's and <br />council's experience with past councils in which inadequate <br />communications occurred between the two groups as ideas are <br />being explored, analyzed, and dealt with in a deliberative <br />fashion. <br />• Does the group need to establish forums or opportunities for <br />debating and resolving differences within the council or <br />between the council and staff without taking the issue into the <br />public at regular council meetings or "on camera "? In other <br />words, praise public; settle differences and concerns privately <br />and respectfully. <br />• Trust factors are hard to turn around so how do we keep <br />situations from escalating into unprofessional and hostile <br />behaviors that hurt relationships? <br />• Staff seems to have pulled back from city council; how can we <br />turn this around? <br />
