a. Completion of a highly complimentary 2006 Quality of Life Survey in which the City received high marks for the council's leadership, overall citizen satisfaction with the quality of life they enjoy within the city and the direction they felt the city was taking relative to the future. The citizens however did raise some concerns about the necessity for managing growth, providing safe streets, etc. b. Completion of Vision 2030 which proved to be a highly positive and productive community effort defining what the City of Lino Lakes was seeking to become by the year 2030. c. Citizens' Charter Committee which made recommendations pertaining to removing an impediment to the city council's capacity to be responsible stewards over public /community infrastructure assets, especially streets. d. Undertaking an update of the City's Comprehensive Plan focusing on defining and achieving the future of Lino Lakes by the year 2030. 2. Factors affecting the City Council -City Staff Partnership. Based upon observations provided by the five council members in their responses to the pre- workshop questionnaire, and a group response provided by the city department directors, the facilitator indicated that there has been particularly in 2007 and early 2008 a marked deterioration in the quality of the city council -city staff partnership. This was most evident by comments made in the responses to the pre- workshop survey questionnaire and that the city's department directors for the first time refused to complete the questionnaire as individuals for fear of public and private intimidation, harassment, and retaliation. The facilitator then asked the city council members present the following questions: a. What is happening? (1) within the council that is affecting its performance and image as the governing body? (2) within the council -staff partnership?
