a. Completion of a highly complimentary 2006 Quality of <br />Life Survey in which the City received high marks for the <br />council's leadership, overall citizen satisfaction with the <br />quality of life they enjoy within the city and the direction <br />they felt the city was taking relative to the future. The <br />citizens however did raise some concerns about the <br />necessity for managing growth, providing safe streets, etc. <br />b. Completion of Vision 2030 which proved to be a highly <br />positive and productive community effort defining what the <br />City of Lino Lakes was seeking to become by the year <br />2030. <br />c. Citizens' Charter Committee which made <br />recommendations pertaining to removing an impediment to <br />the city council's capacity to be responsible stewards over <br />public /community infrastructure assets, especially streets. <br />d. Undertaking an update of the City's Comprehensive Plan <br />focusing on defining and achieving the future of Lino <br />Lakes by the year 2030. <br />2. Factors affecting the City Council -City Staff Partnership. <br />Based upon observations provided by the five council members in <br />their responses to the pre- workshop questionnaire, and a group <br />response provided by the city department directors, the facilitator <br />indicated that there has been particularly in 2007 and early 2008 a <br />marked deterioration in the quality of the city council -city staff <br />partnership. This was most evident by comments made in the <br />responses to the pre- workshop survey questionnaire and that the <br />city's department directors for the first time refused to complete <br />the questionnaire as individuals for fear of public and private <br />intimidation, harassment, and retaliation. <br />The facilitator then asked the city council members present the <br />following questions: <br />a. What is happening? <br />(1) within the council that is affecting its performance <br />and image as the governing body? <br />(2) within the council -staff partnership? <br />
