• The big prize that has to be addressed by council and staff is to <br />maintain a positive public attitude about the future of Lino <br />Lakes as expressed in the 2006 Quality of Life Survey and the <br />Updated Comprehensive Plan as it is developed and ultimately <br />approved to guide progress towards the future of the City of <br />Lino Lakes. <br />At the conclusion of this discussion, the council members felt it is <br />important for the Mayor to express to the staff at the beginning of <br />the meeting on March 11, the topics discussed on March 10 and <br />the actions city council intends to take in addressing issues raised. <br />A copy of the Mayor's remarks is included in this report as <br />Appendix B. <br />5. Follow -Up Activities <br />Since one of the council members was not present at the March <br />10th meeting, it was decided that the summary of the discussions <br />that occurred on March 10 would be included in this report. It was <br />further decided that the council would meet as a whole to debrief <br />the March 10 session and discuss how they collectively plan to <br />move forward on the implementation of the ideas developed by the <br />council and conveyed to the staff by Mayor Bergeson on March <br />11. <br />B. Discussion About Having Open Mic /Camera for Public Comments <br />Made Before Commencing the Official Business at Official Council <br />Meetings. <br />The following conclusions are made after considerable discussion <br />pertaining to the issue of whether or not the public comment section <br />conducted by council prior to the opening <br />1. Opening public comments as contrasted to the official council <br />meeting. <br />• Typically the opening public comments section of a meeting <br />provides opportunities for citizens to raise or address issues <br />they wish to bring before council that are not part of any <br />agenda item for the official council meeting. These items <br />brought forward by the public typically are not debated nor <br />discussed in depth, nor do they receive immediate action on the <br />part of council. They provide mainly an opportunity for <br />citizens to raise issues in an informal setting. In contrast, the <br />official council meeting in which council addresses issues <br />outlined on an agenda allows the body to conduct its business <br />6 <br />
