WS — Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item 7 <br />Date: April 30, 2008 <br />To: City Council <br />From: Michael Grochala <br />Re: Animal Control Regulations <br />Background <br />On February 25, 2008 the City Council approved 1st Reading of Ordinance No. 03 -08, <br />Repealing Sections 502, 503, 506 and 607 of the City Code and Adopting a new Chapter <br />503 Entitled Animal Control Regulations. As discussed at the Council Meeting, staff <br />received public comments regarding the proposed changes and agreed to hold a public <br />meeting to address citizen concerns. <br />On April 8, 2008, the Police Department, along with City Staff, hosted a Public Meeting <br />in the Council Chambers. The Police Department opened the meeting by reporting the <br />following statistics from the years 2005 - 2007 regarding animal control within the city: <br />31 bite reports <br />288 dog at -large complaints <br />99 dogs impounded <br />12 dogs killed while roaming <br />42 dogs contained by neighbors <br />13 aggressive -dog complaints. <br />The remainder of the meeting allowed for citizens to comment on the proposed changes <br />to the city's existing regulations. The meeting was attended by ten residents and one <br />member of The Citizen newspaper. <br />Following the public meeting, City Staff compiled the comments received at the meeting, <br />as found in Attachment 1. Members of the Police Department and City Staff then met to <br />discuss considerations for making amendments to Ordinance No. 03 -08 prior to the 2 "d <br />Reading.
