citizen concerns and corrected some grammatical and formatting issues within the <br />document. These revisions have been reviewed by the City Attorney. <br />The following modifications were made to the ordinance based on public comment from <br />citizens: <br />1) clarification of the definition of "At Large" to specify what constitutes <br />restraint of animals in the city <br />2) clarification of Section 503.03 "Right of Entry" to require a search warrant <br />3) clarification of a number of sections to address notification to owner in <br />instances of impounding and seizure of animals <br />4) provided an exception to allow for hunting dogs under Section 503.12 <br />Prohibitions <br />One area of concern expressed by residents is the confinement of animals while on the <br />owner's property. It is the opinion of the Police Department and City Staff to continue to <br />support the stipulation that voice command is not an effective form of restraint. The role <br />of the Police Department is to ensure public safety and protect the members of our <br />community. Staff considers it to be in the best interest of our citizens to take a proactive <br />approach to improving animal control within the city. <br />A revised Ordinance No. 03 -08 can be found as Attachment 3. All draft revisions are <br />displayed as underlined or strike - through text in red and blue font. <br />Requested Council Direction <br />Staff is requesting that Council review and comment on the proposed revisions to <br />Ordinance No. 03 -08. Following Council review, staff is anticipating placement of the <br />2 "d Reading of the ordinance on the May 26, 2008 meeting agenda. The draft ordinance <br />will also be placed on the City's website, for public review, prior to the meeting. <br />Attachments <br />1.
