Each of <br />the first six locations has significant issues related to the placement of a message board. I <br />have identified the major concerns below. In addition, the first six locations are along Lake <br />Drive and may pose safety issues with vehicle speeds up to 50 mph. Only the last option is <br />located along a 30 mph road. <br />SW quadrant of Lake Drive and Elm Street <br />• Residential zoning prohibits illuminated message boards <br />• Sign Ordinance prohibits message board from facing residential homes <br />• Require JPA with Centennial School District (property owner) <br />Centennial Fire District Station <br />• Presence of emergency vehicles exiting station may create safety concerns <br />• Due to lack of left turn lanes to accommodate commercial businesses (Child <br />Care, Insurance, Pizza, Income Tax, Chiropractor) adjacent to Fire District <br />Station as well as residential homes across the street, potential of rear end <br />collisions may increase with diverting drivers' attention away from the roadway <br />SE quadrant of Lake Drive and Town Center Parkway <br />• Residential zoning prohibits illuminated message boards <br />• Need to rezone to PUD <br />• In conflict with safety sight triangle. Need review and comment from Anoka <br />County <br />• May face significant resident opposition <br />• Need to amend Town Center Design Standards to allow this type of sign <br />• May conflict with future signage when Legacy is fully developed <br />Lino Park <br />• Rural zoning prohibits illuminated message boards <br />• Sign Ordinance prohibits message board from facing residential homes <br />• Would require placement at least 20 feet from western edge of parking lot <br />
