• <br />• <br />attached, provides a policy statement describing the purpose for the establishment of <br />Municipal Planning and Development. It is the hope of staff and the advisory panel <br />that our collective goal would be to develop a plan consistent with the Legislature's <br />intent of providing municipalities the authority to plan. <br />Process Next Steps <br />Attached for your review is a revised process schedule for completion of the plan. <br />During the next two months, staff and the consultant team will be drafting the plan text <br />and the associated system plans. We also intend to hold our second Open House to <br />provide an opportunity for public comment on the 2030 staging and land use plans as <br />well as the RMP. <br />During this period, we will be expanding on the growth management framework from a <br />policy standpoint. Concurrently we will develop implementation guidance for issues <br />such as expanding into Stage 2 development areas prior to their identified year. We will <br />also be revising individual planning district guidance. In the existing Comprehensive <br />Plan the city is broken into seven planning districts. The district chapters contain site <br />specific information such as the 49/J Master Plan requirements or area specific goals and <br />policies, such as establishing gateways or design criteria for redevelopment of Lake <br />Drive. <br />Staff is planning to complete the plan document for distribution to the advisory panel <br />prior to the end of July. We would then review elements of the plan over the next four <br />weeks in August. Another Open House would be held in late August with the Planning <br />& Zoning board holding a public hearing in September. The plan would then be <br />reviewed by the City Council in October with approval for distribution to adjacent <br />jurisdictions for review in November. <br />Council Direction <br />Staff is requesting comments from the City Council on the proposed forecasts, plans, and <br />growth management framework. <br />Attachments <br />1.
