• <br />• <br />Joe Langel is a shareholder of the firm, having practiced in municipal law for 12 <br />years, representing cities, counties and school districts. He is currently Lead Attorney for the <br />Cities of Clearwater, Clear Lake, Ironton, Deerwood and Corcoran. In addition to being a <br />general municipal lawyer, Joe's practice includes litigation in the areas of land use, <br />condemnation, and construction law. Joe also provides general counsel advice to clients on <br />a variety of subjects, including property law, contracts, bid law, construction bonds, code <br />enforcement, Open Meeting Law and the Government Data Practices Act. <br />Joe speaks at seminars for public sector entities on a variety of subjects, including bid <br />law, zoning, and public contracting. Prior to joining the law firm in October 1995, Joe was a <br />judicial law clerk for the Honorable Thomas Kalitowski and the Honorable Randolph <br />Peterson of the Minnesota Court of Appeals from August 1994 through September 1995. <br />Jay Squires is a shareholder of the firm and has been practicing in the area of <br />municipal law since 1989, representing cities, counties, towns and school districts. He is <br />currently the Lead Attorney for the Cities of Red Wing, Roseville and Hanover. He is <br />certified as a Real Property Specialist by the Minnesota State Bar Association. He is also a <br />member of the International Municipal Lawyers Association and the American Bar <br />Association State and Local Government Section. He previously worked for the League of <br />Minnesota Cities assisting cities in researching and resolving varied legal issues. Jay <br />continues to devote an increasing portion of his practice to representation of land use <br />authorities throughout the State of Minnesota. He is a regular presenter at land use <br />workshops and conferences held statewide. A resume containing his academic degrees and <br />professional experience is attached as Attachment 1. <br />FIRM QUALIFICATIONS <br />Client references are set forth on Attachment 2, which lists all cities represented in <br />the last five years. The list does not include all municipalities represented in that time frame. <br />Our firm has represented over one hundred public school districts as well as dozens of <br />counties all over the state. If the City would like some representative district or county <br />clients, please let us know. <br />The work from the City of Lino Lakes will be given top priority at the firm. We <br />currently have the capacity to fully address the City's legal needs in a timely fashion without <br />compromising our work for other municipalities or sacrificing the quality of service we will <br />provide to you. <br />As indicated above, 99% of our 2007 billings related to municipal civil law services. <br />We are, and always have been, a municipal law firm. <br />3 <br />
