the subject site area. The greenway and wetlands are being protected via easements or <br />dedicated parkland. Additional right of way is being dedicated along CR 53. Six acres of <br />parkland were deeded to the City as part of Century Farm North Fifth Addition. An 8 <br />foot wide bituminous trail is proposed to extend north -south throughout the development <br />and is consistent with the Park, Greenway & Trail System Plan. <br />Land Use Plan <br />The land use is guided for medium density residential development per the <br />Comprehensive Plan and is within the I Utility Staging Area. <br />Housing Plan <br />Key goals of the Housing Plan are to ensure housing development is compatible with <br />existing and adjacent land uses and provide accessibility to key community features and <br />natural amenities. The PUD provides a variety of housing stock from standard single <br />family lots to smaller single family lots and townhome development. <br />Transportation Plan <br />Per the Transportation Plan, Robinson Drive is a minor collector and shall be constructed <br />the full length from CR 53 (Sunset Avenue) to Century Trail with this next phase of <br />development. CR 53 (Sunset Avenue) is classified as a major collector and proper <br />turning lanes shall be constructed. Staff is considering traffic calming techniques in road <br />design. <br />Transportation includes all multi -modal systems which accommodate pedestrians, <br />bicycles, roadways and transit. An 8 foot wide bituminous trail is proposed to extend <br />north -south throughout the development and is consistent with the Park, Greenway & <br />Trail System Plan. A 5 foot wide concrete sidewalk is proposed along the south side of <br />Robinson Drive. <br />Alternative Urban Areawide Review (AUAR) <br />The site is not within the I-35E AUAR Corridor. <br />Wetlands <br />A Revised Wetland Delineation Report was prepared by Wenck Associates in December <br />2013. One wetland area was identified within the project area. Rice Creek Watershed <br />District (RCWD) reviewed and approved the delineation on January 2, 2014. <br />Per the RCWD CAPROC letter dated April 16, 2014, the applicant is unable to fully meet <br />the buffer provisions of RCWD Rule F.6(e)(2), which requires an average buffer width of <br />50-feet and minimum of 25-feet at all locations. The applicant has requested and received <br />a variance from RCWD from the 25-foot buffer requirements. <br />10 <br />
