Per RCWD Rule C.I0(d), projects within CWPMP areas, the wetland management <br />corridor (WMC) boundary delineation, buffer and easement requirements found at Rule <br />F.6 apply. The preliminary plat amendment indicates a wetland buffer and conservation <br />line around the wetland areas. After discussion with the developer and RCWD, the <br />wetland buffer has been revised. Those revisions shall be incorporated into the plan set. <br />Floodplain <br />There is no floodplain located within the project site. <br />Growth Management Policy <br />Per the Comprehensive Plan, an annual average of 230 units per year over each 5 year <br />phasing period not to exceed 345 units in any 1 year is allowed. At the end of the 5 year <br />phasing period unallocated units will be averaged out over the next 5 years. <br />A phasing plan indicates 32 single family lots to be developed in Phase 6 and 12 <br />townhome units to be developed in Phase 7. <br />Final Plat <br />A land use application for PUD Final Plan/Final Plat for Century Farm North 61n <br />Addition shall be required. At such time, the developer shall enter into a Development <br />Contract and other documents as the City deems necessary. The boundary of the <br />proposed Century Farm North 61h Addition final plat shall include Outlot A, Century <br />Farm North 5th Addition, the vacated parkland and the Morell parcel. <br />Supporting Documents <br />Other supporting documents include: <br />• Revised Stormwater Drainage Report prepared by Plowe Engineering, Inc. on <br />April 8, 2014 <br />• Revised Wetland Delineation Report prepared by Wenck Associates in December <br />2013 <br />• Soils Investigation prepared by Wenck Associates in December 2013 <br />• WCA Notice of Decision dated November 4, 2013 <br />• Planning Staff Report dated April 9, 2014 <br />• RCWD CAPROC Letter dated April 16, 2014 <br />RECOMMENDATION <br />Staff recommends approval of the rezoning and amendment to PUD Development Stage <br />Plan/Preliminary Plat for Century Farm North.
