N.W., ANDOVER, MINNESOTA 55304-4005 <br />(763) 862-4200 FAX (763) 862-4201 <br />April 21, 2014 <br />Katie Larsen <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014-1182 <br />Re: Preliminary Plat - Century Farm North, 6t" Addition <br />Dear Katie, <br />We have reviewed the preliminary plat of Century Farm North - 6t" Addition, to be located east of CR 53 <br />(Sunset Road) at Robinson Drive within the City of Lino Lakes, and I offer the following comments: <br />As depicted on the plat, 60ft of right of way adjacent to CR 53 will be required for future <br />reconstruction purposes. As proposed, the plat would introduce a new city street intersection with the <br />construction of the proposed Robinson Drive. It appears that there are deficiencies for the Case I Sight <br />Distance Requirements at CR 53/Robinson Drive intersection, with the obstruction being an existing <br />house and trees. The City/Developer should ensure that all applicable sight distance requirements are <br />met to the fullest extent possible for this development. Please note that no plantings or business signs <br />will be permitted within the county right of way, and care should be exercised when locating signs, <br />buildings, structures, plantings, berms, etc. outside of the county right of way, so as not to create any <br />new sight obstructions along this section of CR53. The access point for the existing house on Lot 1, <br />Block 3 is to be removed from CR 53 and placed on the new Robinson Drive in conjunction with this <br />plat. Following the removal of the existing driveway access for Lot 1, Block 3, the CR 53 ditch section <br />is to be restored by the developer to match the adjacent ditch depth, slope, and grade. The Right of <br />Access along the plat with an exception for the new local roadway (Robinson Drive) should be <br />dedicated to Anoka County. <br />ACHD would like to work with local governments in promoting compatibility between land use and <br />the county highway system. It should be recognized that residential land uses located adjacent to <br />County highways often results in complaints about traffic noise. Existing and/or future traffic noise <br />from CR53 could exceed noise standards established by the Minnesota Pollution Control Agency <br />(MPCA), the U.S. Department of Housing and Urban Development, and the U.S. Department of <br />Transportation. Minnesota Rule 7030.0030 states that municipalities are responsible for taking all <br />reasonable measures to prevent land use activities listed in the MPCA's Noise Area Classification <br />(NAC) where establishment of the land use would result in violations of established noise standards. <br />It is advised that the City and the Developer should assess the noise situation for this development as it <br />is proposed to be located directly adjacent to CR53, and take the level of action deemed necessary to <br />minimize the impact of any highway noise by incorporating the appropriate noise mitigation elements <br />into the design and phasing of this plat as applicable. <br />Affirmative Action / Equal Opportunity Employer <br />
