George F. Borer <br />George is licensed to practice law in the State of Minnesota and was admitted to the Minnesota State Bar <br />in 1980. He is also admitted to practice in the federal courts and is member of the American, Minnesota, <br />and Ramsey County Bar Associations. George is also certified as a Real Estate Property Specialist by <br />the Real Property Section of the Minnesota State Bar Association. <br />George is rated as an AV attorney in the Martindale- Hubbell Law Directory, which is the highest rating <br />of attorneys ranked by their peers in the United States. His educational background includes the <br />University of Minnesota (B.A., 1975) and William Mitchell College of Law (J.D., cum laude, 1980). <br />George started clerking with the firm while at William Mitchell in 1978. <br />After graduation in 1980, he joined the firm as an associate and became a partner /shareholder in 1983. <br />During his years with the firm, George has provided extensive civil legal services for cities in all areas <br />of local government work. For example, George was involved in a Blaine case involving a special <br />assessment appeal. The Anoka County District Court upheld the assessment relating to the Buzick <br />property. The Minnesota Appellate Court agreed. The Minnesota Supreme Court also agreed. <br />George has assisted other attorneys in the office in several cases relating involving our municipal <br />clients: (1) Successful defense of defamation action against the City and City Council by bingo hall <br />license holders; (2) U.S. District Court approval of a city denial of a bingo hall license applied for; <br />and, (3) working with Paul Ostrow of our office in the trial and appeal of the case, entitled <br />"SuperAmerica Group, Inc., a division of Ashland Oil, Inc. vs. City of Little Canada ". The Ramsey <br />County District Court upheld the denial of the conditional use permit by the City Council. The <br />Minnesota Appellate Court agreed. The Minnesota Supreme Court denied review of the decision. <br />George also has extensive experience in commercial lending and related legal matters. He represents <br />several banks and routinely handles commercial real estate loans, real estate closings, and actions <br />involving real estate including foreclosures, condemnation, quiet title actions and boundary disputes. <br />George's knowledge and experience in this area of law has proven useful to our municipal clients who <br />are routinely involved in buying and selling real estate and other actions involving land use. <br />2. Prosecuting Attorney - Criminal <br />Sweeney, Borer & Sweeney proposes to provide criminal legal services to the City of Lino Lakes as <br />follows. Patrick Sweeney will serve as the contact person relative to general prosecution services and <br />serves as the firm's supervising prosecuting attorney. Joseph J. Murphy would be the primary "in <br />court" prosecuting attorney. Robin Tomney would also assist in the handling of prosecution and court <br />appearances as necessary. <br />9 <br />
