• <br />• <br />WS — Item 2 <br />WORK SESSION STAFF REPORT <br />Work Session Item 2 <br />Date: August 4, 2008 <br />To: City Council <br />From: Mary Divine <br />Re: Communication Consultant Proposal <br />Background <br />At the city council's previous work session the council requested a proposal from a <br />communications consultant to assist the council with the proposed referendum regarding <br />the current process for bonding for road improvements that are partially assessed. The <br />attached proposal is from Springsted, which has considerable experience with, and <br />understanding of, the City Charter related to referendums for street and road projects. <br />Springsted proposes to partner with Dustin Deets, a strategic communications firm with <br />referendum experience. This proposal discusses the steps that would be taken to provide <br />comprehensive information to the voters. <br />Requested Council Direction <br />Council is requested to determine its objectives for this November's ballot question and <br />for the communication plan. Council is also requested to determine whether they wish to <br />proceed by using the communications consultants to educate and inform the voters about <br />an amendment to the City Charter <br />Attachment(s) <br />1.
