Goal 3: Improve traffic flow despite increase in traffic numbers. <br />Rationale: The safety and convenience of using our streets and roads should not decrease as <br />traffic volume increases. <br />POLICIES: <br />1. Plan for an expanded and improved road system to accommodate projected increases in <br />traffic volume accompanying predicted /planned growth and development. <br />2. Locate high- density housing along traffic corridors. <br />3. Ensure, as areas are developed, that development bears its proportionate share of <br />transportation improvement costs to the fullest extent possible. <br />4. Develop mass transit options to serve growing transportation demands. <br />Goal 4: Ensure that local streets are maintained (or reconstructed to) an acceptable <br />level. <br />Rationale: Properly maintained streets maintain the quality of life of the citizens. If a street is <br />allowed to deteriorate to a "poor" condition, the street must be reconstructed. Current City <br />Charter provisions frustrate the city's ability to be responsible stewards of its streets. <br />POLICIES: <br />1. Adopt, fund and steadfastly implement a Comprehensive Pavement Management Plan for <br />the maintenance and reconstruction, to an optimum level, of the city's streets in a <br />responsible and cost - effective manner. <br />2. Periodically review and monitor the effectiveness of the pavement management plan. <br />Amend policies and /or propose City Charter revisions to insure all components of the <br />plan are implemented in a responsible manner. <br />Goal 5: Reduce unnecessary traffic on Lino Lakes' streets and roads. <br />Rationale: Reducing traffic volume reduces the maintenance cost and increases the safety of <br />our streets and roads. Alternative transportation options need to be developed. <br />POLICIES: <br />1. Plan for and develop park- and -ride opportunities that are adjacent to our arterial <br />roadways. <br />2. Find ways to minimize unnecessary heavy vehicle traffic. <br />3. In cooperation with Anoka County and other local units of government, pursue state and <br />federal funding for mass transit. <br />Goal 6: Promote alternative transportation such as bicycling, walking, transit and <br />rail. <br />POLICIES: <br />1. Support the planning and development of the established Rush Line transit corridor (rail <br />and bus) from the central cities through Hugo. <br />6 -2 <br />• <br />• <br />• <br />
