Continue to work with Metro Transit to provide and expand safe, affordable and efficient <br />public transit. <br />4. Incorporate, where feasible, bicycle and pedestrian infrastructure and safety standards <br />when planning changes, additions, or maintenance to roads, sidewalks, bridges, paths, or <br />other public facilities. <br />5. Work to physically connect neighborhoods with roads and pedestrian /bicycle links. <br />6. Encourage sidewalks and separated pathways along all arterial collector, and local streets <br />in developing residential and commercial areas. <br />Goal 7: Maintain and coordinate the transportation system with adjacent <br />communities, Anoka County, Washington County, Metropolitan Council and Mn /DOT. <br />POLICIES: <br />1. Use the functional classification system to define and plan existing and new roadways. <br />2. Develop and utilize access management guidelines in conjunction with Anoka County. <br />3. Continue to work with surrounding jurisdictions, state and federal agencies to ensure an <br />integrated transportation system. <br />Major Trends and Influencing Factors <br />Several social, economic, and environmental trends will have an effect on the entire Twin Cities <br />Metro Area, including the City of Lino Lakes, over the next 20 years. These include population <br />growth, changes in household size, increases in transportation fuel costs and environmental <br />efforts /concerns. With increased population growth and limited funding for new and /or <br />expanded transportation facilities, congestion on the regional highway system is expected to <br />increase. <br />Specific transportation issues the City of Lino Lakes faces include: <br />• Growing congestion on regional routes such as I -35W and I -35E causing diversion of traffic <br />to county roads and local streets. <br />• Increasing traffic and infrastructure needs due to urbanization of the developing areas of <br />Lino Lakes, particularly in areas west and southeast of the regional park reserve within the <br />city. <br />• Changing transportation needs due to an aging population. <br />• Increasing competition for space among modes (i.e., vehicles and bicycle /pedestrian <br />interests). <br />• Limited financial resources needed to maintain and improve the transportation systems as <br />costs are expected to increase. <br />Roadway System Plan <br />The roadway network in the City of Lino Lakes is comprised of two major regional highways, <br />several county roads and a system of local roadways interconnecting the overall network. The <br />city's existing roadway network is shown in Figure 6.1. <br />6 -3 <br />
