Aviation Plan <br />Lino Lakes is located approximately 16 miles northeast of Minneapolis -St. Paul (MSP) <br />International Airport. It is also located approximately four miles east of the Anoka County Airport <br />in Blaine (Janes Field) and three miles south of the Forest Lake Airport. The Anoka County <br />Airport is classified as a minor public airport in the Metropolitan Council's Aviation Development <br />Guide /Policy Plan. The Anoka airport is tower - controlled and serves as a reliever to MSP <br />International by providing facilities and services that are crucial to general aviation business. The <br />Anoka County Airport has recently been approved for 5,000 -foot runways, precision landing aids <br />and new hangar buildings. With all of the above improvements, the airport will be able to <br />improve their long -term system capabilities. <br />Lino Lakes is located outside of the defined airport influence area for each of these airports. <br />There is a 500 -foot radio tower south of Old Birch Street. This is the only structure within Lino <br />Lakes that exceeds 200 feet. Any applicant who proposes to construct a structure 200 feet <br />above the ground level must get appropriate approval. The Federal Aviation Administration <br />(FAA) requires the FAA Form 7460 -1 "Notice of Proposed Construction or Alteration ", under code <br />of federal regulations CFR -Part 77, be filed for any proposed structure or alteration that exceeds <br />200 feet. FAA Form 7460 -1 can be obtained from FAA headquarters and regional offices. These <br />forms must be submitted 30 days before alteration /construction begins or the construction permit <br />is filed, whichever is earlier. The Minnesota Department of Transportation must also be notified <br />(see MCAR 8800.1200). <br />There are Mn /DOT designated public waters within Lino Lakes permitted for seaplane use under <br />state aeronautics rules and regulations. These designated waters include Centerville Lake, Peltier <br />Lake, George Watch Lake, Rice Lake and Reshanau Lake. The operation of seaplanes on any of <br />these lakes must conform to all applicable marine traffic rules and regulations. <br />Surfside Seaplane Base, located on the northwest shore of Rice Lake is a private facility that <br />includes docking, hanger, fuel and maintenance facilities. There is also an on -land private <br />landing strip at Surfside. In addition to the seaplane base, there is a private landing strip at the <br />Lino Lakes Air Park, which is located south of Carl Street and west of 4th Avenue. Lino Lakes Air <br />Park is for the use of members of the private airpark association, made up of many of the <br />homeowners along the landing strip. Figure 6.8 shows the location of these aviation facilities. <br />This city should ensure that new development in the vicinity of these private facilities is designed <br />with an awareness of airfield operations. However, the safety zones that are mandatory for <br />public airports are not required to be created or enforced by the city for private airparks. <br />Plan Implementation <br />This section of the Plan provides valuable strategies that can assist the City to implement the <br />Transportation Plan's recommendations and make wise long -term decisions. <br />Transportation Plan Adoption <br />The first step towards implementation of the plan is for the City Council of Lino Lakes to adopt it. <br />By adopting the plan, the City will establish priorities and guidelines on which to base future <br />transportation decisions. <br />6 -30 <br />• <br />• <br />
