• <br />• <br />• <br />The City should periodically review and update the Transportation Plan and its traffic forecasting <br />model, based on estimates of future development, population trends, changing financial <br />resources, and citizen and local government input. Depending on the speed and degree of <br />change, it is recommended that the plan be reviewed at least every five to ten years. <br />Functional Classification Changes <br />Recommended changes to the functional classification system will be adopted by the City as part <br />of the adoption of the overall Comprehensive Plan Update. Changes that involve 'B' Minor <br />arterials, Major Collectors or Minor Collectors may be made without the approval of another <br />agency, provided these changes are consistent with State and County Plans. However, the <br />changes and the resulting functional classification should be officially reported to the Metropolitan <br />Council under separate communication to ensure that the Metropolitan Council has the <br />opportunity to update their records. <br />In addition, any proposed change to a Principal Arterial or 'A' Minor Arterial designation will need <br />to be approved by the Transportation Advisory Board (TAB) of the Metropolitan Council. Since <br />these changes are likely to involve either State or County roadways, the City should work closely <br />with these agencies to ensure that the process of approval is carried forward. <br />Access Management <br />The City of Lino Lakes will work to support the access management guidelines of other <br />jurisdictions. The City is aware that both Anoka County and Mn /DOT have access guidelines <br />managing their roadways located within Lino Lakes. The City acknowledges these guidelines and <br />will work with these agencies to support access management in the City of Lino Lakes. However, <br />due to existing development patterns there may be some redevelopment areas that do not meet <br />the minimum access spacing guidelines and /or have joint access agreements between properties. <br />The City will work with these property owners and Anoka County and /or Mn /DOT as necessary to <br />develop acceptable access management plans for these exceptions. <br />Project Development <br />The Transportation Plan is designed to review transportation needs at a policy level and does not <br />make recommendations for design. Each recommended improvement should be studied in more <br />detail through an engineering study to verify the need and identify the exact nature of the <br />improvement. Such studies will also serve to identify specific projects that will be designed to <br />achieve the improvements recommended in the Plan. The cost and schedule of individual <br />projects developed should be addressed in preliminary and final design. <br />Improvement Program <br />An overall strategy of improvement should be developed and adopted that considers the <br />recommendations contained in the Plan. To meet the objective of completing recommended <br />improvements to the roadway system within the planning horizon of the Plan, the City will <br />continue to develop, in cooperation with the State and the County, a list of projects that will <br />collectively result in the achievement of the desired system. These projects should be prioritized <br />in such a way that overall system benefits are maximized. <br />6 -31 <br />
