• <br />Chapter 10: Planning Districts <br />Introduction <br />To provide more detailed guidance for growth and development in the community, the City of Lino Lakes <br />has established six planning districts, which are based on the City's sewer service districts. Figure 10 -1 <br />shows the location of the planning districts. Recommendations were developed for each planning district <br />to address specific land use, mixed use development, transportation, utility, and environmental issues <br />within each district. The recommendations for each planning district are grouped into three categories: <br />1. Overall Recommendations — these recommendations address specific issues related to land <br />use, transportation, water supply, and sanitary sewer. <br />2. Mixed Use Area Guidance and Recommendations — these recommendations address each <br />Mixed Use area located within each planning district. <br />3. Resource Management Recommendations — these recommendations provide specific <br />resource management strategies and projects that implement the Rice Creek Watershed <br />District /Lino Lakes Resource Management Plan (RMP) and the Resource Management System <br />Plan presented in Chapter 2 of this Comprehensive Plan. The RMP divides the city into distinct <br />Resource Management Units (RMUs) that provide specific resource management strategies that <br />address the unique conditions of each area. The RMUs are shown on Figure 10 -2. The intent of <br />implementing the RMU recommendations is to achieve the aquatic resource management goals <br />of the RMP and achieve a watershed -based approach to flood control and protecting high quality <br />wetlands. <br />Planning District Maps <br />Recommendations for Future Land Use and Resource Management <br />Each planning district discussion includes two maps that show the planned land use and resource <br />management recommendations for each district. <br />1. 2030 Future Land Use Map - illustrates the planned 2030 land use for each district. The Land <br />Use Plan (Chapter 3) contains additional information related to the 2030 Future Land Use map, <br />including definitions for each land use. <br />2. Resource Management Recommendations Map - displays recommendations from the Rice <br />Creek Watershed District /Lino Lakes Resource Management Plan (located in Appendix A) and the <br />Resource Management System Plan presented in Chapter 2. Recommendations from the RMP <br />are organized into Resource Management Units (RMUs) that represent subwatershed drainage <br />areas. The features displayed on each Resource Management Recommendations map and an <br />explanation of including the following: <br />• Resource Management Unit (RMU) - Subwatershed -based management unit <br />boundary. <br />• Catchments - Small -scale land area used for hydrologic modeling. These may represent <br />the direct drainage area to an individual wetland complex. <br />• Wetlands with High Stormwater Impact Potential - These wetlands are still <br />vulnerable to stormwater volumes from proposed land uses even if the RMPs 2.8" <br />stormwater infiltration standard is met. Additional measures beyond those modeled in <br />the RMP will be needed to protect these wetlands from stormwater bounce and duration. <br />Low impact development techniques and stormwater best management practices (BMPs) <br />10 -1 <br />
