This is a local <br />decision that can be part of the procedural rules, either formally or informally. I'm afraid I don't know of any <br />samples to share, and it is a question we get periodically. But if it is now an area of friction, it should be settled by <br />council and probably put to ink through either policy, ordinance, or charter provision. <br />I hope that's helpful.
