• <br />• <br />Chapter 2: Resource Management System Plan <br />Introduction <br />The Lino Lakes Comprehensive Plan embraces the concept of sustainability. Sustainability is not a <br />set of concrete ideas; rather it is a decision making process. The goal of this decision making <br />process is to link ecological integrity, social equity, and economic prosperity. The Resource <br />Management System Plan presented in this Chapter provides the conservation design framework <br />for the Comprehensive Plan and sustainable decisions regarding growth and development. This <br />system plan includes the following major components: <br />• The Rice Creek Watershed District /Lino Lakes Resource Management Plan (RMP) - a <br />watershed -based approach to aquatic resource management that uniquely <br />addresses resource management in the context of wetland functions, Lino Lakes' <br />citizen's public values regarding wetlands, and the effects of anticipated future land <br />use. <br />• The city's Local Surface Water Management Plan — this plan assures compliance with <br />applicable Minnesota state statutes and rules. The city's overall goal for the LSWMP <br />is "improvement of the quality of [] surface waters" by "delivering good quality <br />stormwater runoff to lakes and wetlands at acceptable rates and volumes while <br />reducing pollutant and sediment loadings ". <br />• The city's Parks, Natural Open Space / Greenways, and Trail System P /an — the vision <br />embraced in this plan is: <br />o Fostering a high quality living environment within the context of ecological <br />protection, responsible land stewardship, long -term sustainability, and economic <br />viability. <br />o Perpetuating an interconnected latticework of natural landscapes, greenways, <br />parks, and trails throughout the city. <br />o Fostering the "city as a park" concept, whereby preserved natural areas and <br />parks serve as a primary factor in shaping the character of the community. <br />The Resource Management System Plan pulls together these components to provide a unified <br />"system approach" to natural resource management and providing natural resource based <br />amenities, which are highly - valued and enjoyed by the community. <br />This Chapter of the Comprehensive Plan will describe the Resource Management System Plan and <br />each of its components. The vision, goals and policies for resource management are presented <br />first. These statements of desired future conditions and the policies needed to realize the vision <br />are the foundation of the Resource Management System Plan. <br />
