Resource Management Vision, Goals and Policies <br />The Citizen Comprehensive Plan Advisory Panel refined the goals and policies prepared by the <br />Citizen Visioning Committee to guide the Comprehensive Plan. Additional policies related to the <br />RCWD /Lino Lakes Resource Management Plan (RMP) were also added. The city's Resource <br />Management System Plan is based on the vision statement and revised goals and strategies from <br />the Community Amenities and Natural Resources portion of the Vision document. Goals and <br />strategies from other sections of the visioning document, such as Transportation or Commercial <br />and Economic Development, are presented in the corresponding comprehensive plan chapter, but <br />were also used as a basis for development of this Resource Management System Plan chapter <br />when appropriate. <br />The following vision, goals and policies were developed from the goals and strategies identified <br />by the Citizen Visioning Committee and the Comprehensive Plan Advisory Panel to achieve the <br />vision for community amenities and natural resources, which is included in four categories: 1) <br />parks, trails, open space and recreation, 2) natural resources and amenities, 3) land use policies <br />and practices, and 4) other ecological challenges and threats. <br />2030 Vision for Parks, Trails, Open Space and Recreation <br />The city has provided Lino Lakes residents with a comprehensive array of well- <br />maintained parks, interconnected trails, natural open spaces and greenways, and <br />recreational opportunities for their enjoyment and recreation. It also has preserved and <br />enhanced the community's natural environment and special character. <br />Goal 1: Continue development and maintenance of recreational activities that serve the identified <br />needs of the community and people of all ages, including, where possible, neighborhood parks, <br />larger multi -use area parks and the regional park. <br />Rationale: The city's parks and recreational facilities are important community assets enjoyed <br />by residents. The demand for and use of these assets will grow as the city's population expands <br />over the next 25 years. <br />Policies: <br />1. Continue to pursue the development of a multi -sports complex either on the city-owned <br />property at Birch and Centerville Roads or another suitable site. <br />2. Foster and maintain cooperation between the city and school districts to facilitate joint <br />use of indoor and outdoor facilities for organized and recreational activities. <br />3. Utilize the Rice Creek Regional Park as an aesthetic and recreational community amenity <br />with continued sensitivity to the preservation of biosystems and ecosystems within the <br />park. <br />4. Acquire, reserve and develop sufficient park and open space land to fulfill the identified <br />and projected needs of the present and future population. <br />5. Continue collaboration with the YMCA and similar organizations to provide recreational <br />facilities for the entire community. <br />6. Continue, whenever possible, inclusion of neighborhood parks in future developments <br />and planned redevelopments. <br />7. Direct and manage activities in an appropriate manner by balancing the use of <br />programming activities in the neighborhood parks. <br />2 -2 <br />• <br />• <br />
