The City may be controlled by the Charter; it may have a tendency to <br />react to the commission. It may be worth examining our motivations: are we truly trying <br />to change the Charter? If not, why? Or are we reacting and responding to the <br />commission? <br />A Key Consideration: Do We Approach This Highly Strategically and Methodically? <br />The streets directly - affected today are only 14 %. The City has lost previous referenda on <br />the issue by up to 80 %. Could the City, if it chooses to, wait until April 09 or Nov 09 <br />without putting the community at risk? And if so, while waiting, the City could do <br />several things: <br />1. Invest resources in '08 voting site surveys to truly understand psychology <br />2. Lay the groundwork for a fully engaged `09 communications plan <br />3. Lull and confuse pro - charter supporters with extended period of silence <br />4. Avoid a presidential year ballot, downward momentum of economic turmoil <br />5.
