also extend the review period if mutually agreed to by the city. If the plan conforms to the
regional systems policy plans, the Metropolitan Council will direct that the City may put its
comprehensive plan into effect. If the plan does not conform or otherwise is not in order, per the
law and policies, the Metropolitan Council will send the City a resolution, with its decision to
require modifications to assure conformance with the metropolitan system plans.
After Metropolitan Council review the City will then need to take action to formally adopt the
comprehensive plan. Any changes required by Metropolitan Council will need to be
incorporated into the plan prior to adoption by the City.
At this time our critical path to adoption of the plan is the completion of the adjacent
governmental review. Our original schedule included two review meetings with the council
prior to distribution of the plan. At the September 2, 2008 meeting the council requested
additional opportunities for review of the plan. Staff, after conferring with our consultants and
reviewing meeting schedules, has identified the following meeting dates for council review:
Monday September 29
Wednesday, October 8th
Wednesday, October 15th (if requested)
Monday, October 20th (if requested)
Monday, October 27 Regular Mtg to Approve Plan for Distribution
Wednesday, October 29 (if requested)
Wednesday, November 5 (if requested)
Monday, November 10 Regular Meeting to Approve Plan for Distribution (if necessary)
Under the proposed schedule we would still be aiming for the October 27 council meeting to
approve the plan for distribution. A copy of the draft plan was previously submitted to the
council for review on September 2, 2008. If desired the council would have up to four meetings
to discuss the plan contents. If necessary an additional two meetings could be added with the
plan distribution approval shifted to the November 10 regular meeting. Staff will plan for
meetings to run from 5:30 to 7:30. Depending on the progress made the council could decide to
add the additional meetings if necessary.
Staff will be submitting a packet to the council with the proposed revisions identified at the
Planning and Zoning Board meeting. This information will be submitted prior to the 1st review
meeting. To assist in your review of the plan I have enclosed copies of the "Frequently Asked
Questions" sheets that were made available to the public prior to the open house and public
hearing. These sheets may address some of your specific questions as you read the plan.
Please confirm the September 29th meeting date with the City Clerk at the Monday, September
22 Council Work Session.
Attachments
1.
