And so <br />on November 4, we will have the rare opportunity to consider and vote on the <br />way our community is governed. On the ballot this year is a citywide question: <br />should we continue to govern under Chapter 8 of our Home Rule Charter? <br />Or amend our charter and operate under MN Statute, Chapter 429? <br />If there was ever a time to act on your vision for our future, the time is now. <br />This special edition of our newsletter is designed to help you understand MN <br />Statute, Chapter 429, how it will affect our community, and what would <br />happen if we embraced it. <br />We hope you will study this guide thoroughly, understand all the issues, and <br />then —most importantly —VOTE on November 4! <br />
