Please review for us how infrastructure availability or other requirements in the plan
will allow this or future councils to have some control over the annual rate of growth
we experience in the next 20 years. I am interested in what tools the council will
have to manage the 6600 units planned for the next 20 years.
2. What is staffs opinion on our ability to have our current ordinances reviewed and
updated by the time this plan will go into effect to help ensure the quality of
development meets the vision of the citizens who developed the plan?
3. What are the best ways for us to introduce affordable housing projects and products
to our community? I am in full support of lifecycle and affordable housing but want
to make sure we do this so it results in the vision we have for our city. An item I
would like to discuss is whether we target specific areas for this type of housing, or
possibly spread this type of product across all development projects going forward.
4. My concern is that Lino Lakes is a bedroom community. In order to attract business
and retail do we need to be intentional and have a plan in place? Can you speak to
how the comprehensive plan addresses this issue?
5. Economic Development establishes goals to have a diverse tax base and to take
less pressure off of the residential market (individuals /family). How specifically are
we addressing this in our plan? Further EDAC involvement/input? A part of our goal
setting objectives - -- correct?
6. Housing stock/composition. I understand the challenge with affordable housing. I
am more interested and concerned about our plan to attract the senior housing. In
the summary—it says that the City will have a commitment to assess - - -how will this
be done? Page 3 -5, Goal 6 states "enhance opportunities for senior housing ". Page
4 -15 states that the City will complete a senior housing study to determine future
senior housing needs. Can you state what the study will look like i.e., who will
conduct the study and generally in what timeframe?
7. Page 1 -6, Table 1 -1 Forecasts. We are a Developing Community. Is this correct —
the Met Councils forecast is based on our past plan — namely the 147 limitation? So,
is the City of LL forecast based on our new philosophy of quality vs. quantity? Is this
why our forecasts exceed the Met Council?
8. Table 1.1 —page 1 -14. How does our plan process and detail compare to other
Cities that Ciara works with? Our plan involves a resident survey, citizen visioning
AND RCWD. I understand this to be unique i.e., to balance our plan /growth with
natural resources. Why are other Cities not doing this — because of our emphasis on
the environment? Because so much of our City is comprised of natural resources?
