City of Lino Lakes, Minnesota Management Report, Page 20 Aerial Map Charges The City's General Fund incurred over $20,000 for aerial maps in 1987. The maps are required for water management purposes and to assist in development. On January 28, 1988 the City established a system to recover the costs of the maps. The City will charge as follows: Sale of Maps - 1st 1/2 sheet $50.00 Sale of Maps - Additional 1/2 sheets 5.00 Per Acre Plat Charge 10.00 Construction Funds 1% of construction costs We recommend that the City add the above charges to the budget process and establish procedures to assure that all charges are made on a timely basis. Special Revenue Funds The financial statements of the Special Revenue Funds are presented in Statements 8 and 9 of the 1987 Annual Financial Report. A special revenue fund is a classification of funds to account for revenues segregated by City ordinance or Federal or State Statutes for specific purposes. The City maintained the Federal Revenue Sharing Fund as the only Special Revenue Fund of the City. Federal legislation has eliminated the Revenue Sharing Program. The City closed the Special Revenue Fund in 1987 by trans- ferring the remaining balance of $2,377 to the General Fund. Debt Service Funds The combining financial statements for the Debt Service Funds are presented in Statements 10 and 11 of the 1987 Annual Financial Report. Debt Service Funds are a type of governmental fund to account for the accumulation of resources for the payment of interest and principal on debt (other than Enterprise Fund debt).
