City of Lino Lakes, Minnesota <br />Management Report, Page 20 <br />Aerial Map Charges <br />The City's General Fund incurred over $20,000 for aerial maps in 1987. The maps are <br />required for water management purposes and to assist in development. On January 28, <br />1988 the City established a system to recover the costs of the maps. The City will <br />charge as follows: <br />Sale of Maps - 1st 1/2 sheet $50.00 <br />Sale of Maps - Additional 1/2 sheets 5.00 <br />Per Acre Plat Charge 10.00 <br />Construction Funds 1% of construction costs <br />We recommend that the City add the above charges to the budget process and establish <br />procedures to assure that all charges are made on a timely basis. <br />Special Revenue Funds <br />The financial statements of the Special Revenue Funds are presented in Statements 8 <br />and 9 of the 1987 Annual Financial Report. A special revenue fund is a classification <br />of funds to account for revenues segregated by City ordinance or Federal or State <br />Statutes for specific purposes. The City maintained the Federal Revenue Sharing Fund as <br />the only Special Revenue Fund of the City. Federal legislation has eliminated the <br />Revenue Sharing Program. The City closed the Special Revenue Fund in 1987 by trans- <br />ferring the remaining balance of $2,377 to the General Fund. <br />Debt Service Funds <br />The combining financial statements for the Debt Service Funds are presented in <br />Statements 10 and 11 of the 1987 Annual Financial Report. Debt Service Funds are a type <br />of governmental fund to account for the accumulation of resources for the payment of <br />interest and principal on debt (other than Enterprise Fund debt). <br />
