1 City of Lino Lakes <br />Management Report, Page 10 <br />1 <br />Minnesota local government now knows that it will bear a major share of the respon- <br />sibility for solving the current State budget situation. Having this knowledge helps to <br />IIdefine the problem facing your City and all Minnesota local government. All local <br />government elected and appointed officials must address the questions of: <br />1. Which local services must be continued and at what levels? <br />2. How may local government improve the efficiency of providing <br />local services? <br />3. Which local services are to be eliminated or diminished? <br />4. What additional taxing authority can be obtained to <br />finance those local services deemed necessary and <br />beneficial? <br />5. What alternative financial resources can be utilized to <br />finance those local services deemed necessary and <br />beneficial? <br />Fortunately for the citizens and local taxpayers of the City of Lino Lakes, the past <br />financial management of your City has been more prudent than that of the State of <br />Minnesota. Except for the effects of the State budget situation, your City has expended <br />its financial resources only as they have been made available. However, your City has <br />not retained operating reserves at sufficient levels to provide financial security and <br />independence. Having these reserve balances would have provided the City additional <br />time to address the effects of the State budget situation. (See later commentary.) <br />With the present situation, the State budget crisis is of greater concert to your City. <br />
