1 City of Lino Lakes
Management Report, Page 10
1
Minnesota local government now knows that it will bear a major share of the respon-
sibility for solving the current State budget situation. Having this knowledge helps to
IIdefine the problem facing your City and all Minnesota local government. All local
government elected and appointed officials must address the questions of:
1. Which local services must be continued and at what levels?
2. How may local government improve the efficiency of providing
local services?
3. Which local services are to be eliminated or diminished?
4. What additional taxing authority can be obtained to
finance those local services deemed necessary and
beneficial?
5. What alternative financial resources can be utilized to
finance those local services deemed necessary and
beneficial?
Fortunately for the citizens and local taxpayers of the City of Lino Lakes, the past
financial management of your City has been more prudent than that of the State of
Minnesota. Except for the effects of the State budget situation, your City has expended
its financial resources only as they have been made available. However, your City has
not retained operating reserves at sufficient levels to provide financial security and
independence. Having these reserve balances would have provided the City additional
time to address the effects of the State budget situation. (See later commentary.)
With the present situation, the State budget crisis is of greater concert to your City.
