City of Lino Lakes <br />Management Report, Page 11 <br />General and Special Revenue Funds <br />The General and.Special Revenue Funds of the City are maintained to account for the <br />current and capital outlay expenditures that are common to cities. The City maintains a II <br />General Fund and two Special Revenue Funds (Revenue Sharing, Park and Playground Fund). <br />Financial reporting standards in effect allow a city to reasonably compare its financial <br />operations with its prior year or other similar cities. <br />The major financing sources for the City's General and Special Revenue Funds are <br />local property taxes and State Aids. This is an <br />increase during the three year period of 57 %. Property taxes during that same three <br />year period increased by 28 %. State aids therefore, increased at double the rate of <br />property taxes. <br />The above indicates the trend of higher State participation in the financing of <br />basic local services had been increasing since 1979. The trend is now reversing, <br />starting in 1982. <br />The following schedules and charts reflect the overall 1982 and 1981 financial <br />operations of the City's General and Special Revenue funds. <br />
