City reviewed and increased sewer utility rates in 1982, effective for the fourth quarter of 1982. The City should continue to review rates annually and make adjustments II to the rates based on costs incurred and expected to be incurred. The City's water revenues most probably increased in 1982 as a result of increased usage due to decreased, rainfall during the summer months (there was not a water rate increase). Rainfall was 14.27 inches from April through September of 1982 as opposed to 19.05 inches in 1981. 1 1 1 The Metropolitan Waste Control Commission (MWCC) bills the City annually on an esti- II mated basis. These estimated billings are adjusted at a later date and the City is then' billed the additional amount or given a refund.
