The City should continue to review rates annually and make adjustments II <br />to the rates based on costs incurred and expected to be incurred. The City's water <br />revenues most probably increased in 1982 as a result of increased usage due to decreased, <br />rainfall during the summer months (there was not a water rate increase). Rainfall was <br />14.27 inches from April through September of 1982 as opposed to 19.05 inches in 1981. <br />1 <br />1 <br />1 <br />The Metropolitan Waste Control Commission (MWCC) bills the City annually on an esti- <br />II <br />mated basis. These estimated billings are adjusted at a later date and the City is then' <br />billed the additional amount or given a refund. These estimated billings vary from year <br />to year and may cause material variances in annual profits or losses of the utility 1 <br />fund.
