Child Passenger Safety -In an effort to assist parents and children in making vehicular travel <br />safer, the Lino Lakes Police Department participated in training several officers as Child Safety <br />Seat Technicians. The officers completed training in the proper installation and use of child <br />safety seats and restraint systems in vehicles. Officers assisted area parents and answered <br />frequently asked questions regarding child passenger safety. Child Safety Seat Clinics were <br />held at various times throughout the community. <br />Crime Prevention Through Environmental Design (CPTED) This program acknowledges that <br />the environment can influence the citizen's ability to exercise control over their surroundings. <br />It is natural for humans to take more interest in something they own. Designing an environment <br />which clearly delineates our private space does two things. First, it creates a sense of <br />"ownership" which fosters behavior that challenges abuse of that space or unwanted acts in that <br />space. Owners have a vested interest and are more likely to challenge intruders or report them <br />to the police. Second, the sense of owned space creates an environment where "strangers" or <br />"intruders" stand out and are more easily identified. <br />Natural surveillance is a concept based on the fact that most criminals don't want to be <br />observed while committing crimes. We need to create environments where there is plenty of <br />opportunity for people engaged in their normal behavior to observe the space around them. <br />Areas can be designed so they are more easily observed by yourself and others. It is possible to <br />create, by design, an atmosphere in which the criminal feels uncomfortable and exposed. <br />The Lino Lakes Police Department has a commitment to working with everyone to prevent <br />crime from occurring in our city. Increasing the community awareness on how to be "SAFE <br />BY DESIGN" makes for a happier and more prosperous community to live and work in. <br />In -house Training/Use of Force: The Lino Lakes Police Department developed in -house <br />training exercises to increase the flexibility on when training can occur and have control over <br />the quality of both our firearms and use of force training. In -house training enables the <br />department to tailor the training to the needs of the agency and to address issues in the <br />community. One of the many innovative training sessions offered in -house to Lino Lakes <br />Police Officers is the S.P.E.A.R. system of self defense. The S.P.E.A.R. SystemTM <br />(Spontaneous Protection Enabling Accelerated Response) is a scientifically researched and <br />medically reviewed personal defense measure that exploits the body's natural responses to <br />violence and danger. This survival mechanism, dubbed startle flinch response has been <br />scientifically integrated into a series of neuro- muscular drills that <br />teaches individuals how to convert their instinctive reactions into <br />protective and combative tactics. The Lino Lakes Police <br />Department initiated our in -house training/use of force in 2007 and <br />based on our success it is now being implemented County wide. <br />16 <br />
