WORK SESSION <br />3 MINUTES <br />4 <br />5 DATE : June 8, 2009 <br />6 TIME STARTED : 5:30 p.m. <br />7 TIME ENDED : 6:25 p.m. <br />8 MEMBERS PRESENT : Council Member Gallup, O'Donnell, <br />9 Stoltz, Reinert and Mayor Bergeson <br />10 MEMBERS ABSENT : none <br />11 <br />12 <br />13 Staff members present Director of Administration, Dan Tesch; Director of Public Safety, <br />14 Dave Pecchia; Director of Community Development, Michael Grochala; City Planner, <br />15 Jeff Smyser <br />16 <br />17 2030 COMPREHENSIVE PLAN UPDATE <br />18 <br />19 Community Development Director Grochala reviewed the written report that was <br />20 received by the council the previous Friday relative to the 2030 Comprehensive Plan <br />21 Update (the Plan). The information includes a memorandum reflecting the council's <br />22 direction of June 3 to change the forecast numbers (attachment F to the report). He <br />23 reviewed the list of revisions. He explained that Bonestroo consultant Ciara Schlicting <br />24 will go over the revisions at the council meeting. Basically, the city employment <br />25 forecasts, land use and staging maps will not change and the city will do an educational <br />26 component to get more information on affordable housing in other cities. The report <br />27 contains information presented in the past including comments from area jurisdictions <br />28 and responses, staff comments and recommended changes, city council revisions that <br />29 were discussed over the last eight months (revisions of growth management policy to a <br />30 five year review period), five year phasing within the ten year staging, some changes <br />31 related to Planning & Zoning review, density modifications, and a housing goal language <br />32 change regarding affordable housing. Staff will work on implementing the changes as <br />33 quickly as possible into the actual plan, <br />34 <br />35 A council member expressed some discomfort in voting on the Plan without the actual <br />36 changes included. Staff assured the council that the changes are fully presented in the <br />37 report. The Metropolitan Council may or may not request modifications to what the city <br />38 submits but the Plan will definitely come back to the council for final approval. <br />39 <br />40 Mme Trehus, 675 Shadow Court, was present. He suggested there are some serious errors <br />41 in the Plan. <br />42 <br />43 A council member remarked on the inappropriateness of bringing forward accusations of <br />44 errors this late in a two year process. <br />45 <br />
