CITY COUNCIL WORK SESSION June 8, 2009 <br />DRAFT <br />1 Mr. Trehus explained that the density calculations are inaccurate. The Metropolitan <br />2 Council is asking the city to meet a 3 acre minimum but his calculations have the city <br />3 higher than that <br />4 <br />5 Ms. Schlicting responded that the Metropolitan Council has a very detailed methodology <br />6 for calculating density. The city has followed their requirements to a tee and is at 3.04. <br />7 <br />8 It was clarified that the information in the report in not in error but Mr. Trehus suggested <br />9 that it is not reflective of all the information then, adding that lower density rural areas <br />10 include existing properties that are not counted so that would bring up the numbers. Mr. <br />11 Trehus also expressed concern that there is acreage missing from the land use planning <br />12 maps but staff explained that utilizing all the maps/tables would accurately reflect all the <br />13 acres in the city. Mr. Trehus disagreed and continued to review the numbers. <br />14 <br />15 Amy Donlin, 6100 Centerville Road, remarked that the form of the document is difficult <br />16 for a lay citizen to understand but it's important to address questions that arise. She <br />17 participated in the last comp plan process but is concerned that for all the time and funds <br />18 that went into that process, the resulting plans weren't utilized as the city has grown. She <br />19 has felt alienated from the process. <br />20 <br />21 Mr. Trehus expressed concern that the Plan process did not allow enough citizen input. <br />22 <br />23 Community Development Director Grochala acknowledged that there have been many <br />24 different opinions voiced during the process of putting this Plan together. Staff has tried <br />25 to keep the process as open as possible. <br />26 <br />27 Ms. Schlicting highlighted the unique character of the citizen participation process for <br />28 this Plan_ Rather than calling upon citizens to come to meetings, people were randomly <br />29 selected to participate in the citizen advisory group to get an accurate cross section. <br />30 People who showed up to general open houses were offered participation down the line in <br />31 the issue teams. Speaking for her company that has been involved in hundreds of these <br />32 Plans, never before have the citizens of the city written the goals and policies as is the <br />33 case in Lino Lakes. <br />34 <br />35 Mr. Trehus expressed concern that the Plan pulls the city away from the current type of <br />36 predominant housing and moves too drastically in another direction. He feels there can <br />37 be no room for error in the document because it will be used heavily and be legally <br />38 binding in the future. <br />39 <br />40 A council member recommended delaying a vote to allow for review of the completed <br />41 Plan. <br />42 <br />43 There was discussion about how citizen challenges to the Plan have been received. <br />44 <br />45 The meeting was adjourned at 6:25 p.m. <br />• <br />
