COUNCIL MINUTES July 13, 2009 <br />DRAFT <br />46 <br />47 ADMINISTRATION DEPARTMENT REPORT, DAN TESCH <br />48 <br />49 3A. 2009 Blue Heron Days Festival <br />50 <br />51 L Liability insurance for certain Blue Heron Days events <br />52 <br />53 Economic Development Coordinator Divine reviewed the events planned for this year's Blue <br />54 Heron Days festival to be held the weekend of August 22 -23, 2009. The matter of who will carry <br />55 insurance for those festival events that don't have individually insured sponsors (the parade, <br />56 medallion hunt, bike rodeo, commerce and crafts fair and ambassador's program) is before the <br />57 council. It was determined in 2008 that the city's insurance coverage through the League of <br />58 Minnesota Cities (LMC) does not exclude these activities but the LMC would expect the city to <br />59 assume the coverage by a motion. <br />60 <br />61 Council Member Reinert moved to confirm the city's liability coverage as presented. Council <br />62 Member Gallup seconded the motion. Motion carried. <br />63 <br />64 iL Use of certain city -owned property for Blue Heron Days events <br />65 <br />66 Economic Development Coordinator Divine reviewed the list of festival events that would <br />67 involve city -owned property and again noted the insurance coverage for events that is afforded <br />68 through the League of Minnesota Cities. Staff is requesting that the council authorize the use of <br />69 city property. <br />70 <br />71 Council Member O'Donnell moved to grant permission for the use of city property as requested. <br />72 Council Member Stoltz seconded the motion. Motion carried. <br />73 <br />74 iii. Consideration of Resolution No. 09-42, approving a special event and parade <br />75 permit for the 2009 Blue Heron Days festival <br />76 <br />77 City Clerk Bartell reported that a special event and parade permit has been requested for the Blue <br />78 Heron Days festivaL The permit system gives the city an opportunity to review safety and other <br />79 considerations. Staff including police and fire, have reviewed the applications and have signed <br />80 off on the permits with the understanding that the applicants will continue to follow their <br />81 instructions on safety, signage and parking up to and through the festival Staff is recommending <br />82 approval of a special event and parade permit for this year's Blue Heron Days community <br />83 festivaL <br />84 <br />85 Council Member Reinert moved to approve Resolution No. 09-42 as presented. Council Member <br />86 Gallup seconded the motion. Motion carried. <br />87 <br />88 3B.
