COUNCIL MINUTES July 13, 2009 <br />DRAFT <br />• 91 City Clerk Bartell reported that as part of Blue Heron Days, American Legion Post 566 has <br />92 scheduled a special event for Saturday and Sunday, August 22 and 23. The event plans include a <br />93 pig roast, corn feed, horseshoe tournament, and music. The Legion would like to fence off a <br />94 portion of their property to be used for picnic festivities for these two days only. The Minnesota <br />95 Alcohol Enforcement Division requires a Temporary On -Sale Liquor License to allow the <br />96 consumption of alcohol in this outdoor area. The Legion has submitted an application for both a <br />97 special event permit and temporary liquor license. The applications have been reviewed by staff, <br />98 including the police and fire departments and the applicant has agreed to comply with safety <br />99 conditions and to address any other considerations that may arise. Therefore, staff is presenting for <br />100 city council consideration a resolution authorizing the issuance of a special event permit and <br />101 temporary liquor license to American Legion Post 566. <br />102 <br />103 Council Member Reinert moved to approve Resolution No. 09-41 as presented. Council <br />104 Member Gallup seconded the motion. Motion carried. <br />105 <br />106 3C. Consideration of Resolution No. 09-46, approving a special event permit for <br />107 Miller's on Main annual musicltent event to be held on August 21 and 22, 2009 <br />108 <br />109 City Clerk Bartell reported that Chad Wagner, owner of Miller's on Main has applied to the City <br />110 for permission to conduct a music event on August 21 and 22. Mr. Wagner is requesting <br />111 a special event permit. Staf fhas been working with him to ensure that the event is planned to <br />112 comply with appropriate regulations, including public safety requirements and a list of <br />113 conditions has been developed and are set forth as an attachment to the resolution before the <br />114 council Mr. Wagner has obtained a lease agreement for property adjoining the site of the event <br />115 thus allowing him to meet the set back requirements for a tent. <br />116 <br />117 Council Member Reinrt moved to approve Resolution No. 09-46 as presented. Council Member <br />118 Gallup seconded the motion. Motion carried. <br />119 <br />120 3D. Consideration of Resolution No. 09-44, authorizing issuance of a 1-4 day temporary <br />121 liquor license to American Legion Post 566 for a horseshoe tournament on July 25, <br />122 2009 <br />123 <br />124 City Clerk Bartell reported that American Legion Post 566 has submitted an application for <br />125 a temporary on -sale liquor license to allow their patrons to consume on their property but outside <br />126 their building as part of a horseshoe tournament scheduled for July 25, from 10 a.m. to 9 p.m. <br />127 Their application has been reviewed by staff and the applicant has responded to the city's <br />128 requirements. A resolution authorizing the issuance of a one -day temporary license <br />129 is before the council for consideration <br />130 <br />131 Council Member Gallup moved to approve Resolution No. 09-44 as presented_ Council Member <br />132 O'Donnell seconded the motion. Motion carried_ <br />133 <br />134 3E. Consideration of an Agreement with the Centennial School District for a Two-Year <br />135 Extension for the Operation of the Early Childhood Center <br />
