COUNCIL MINUTES July 13, 2009 DRAFT • 91 City Clerk Bartell reported that as part of Blue Heron Days, American Legion Post 566 has 92 scheduled a special event for Saturday and Sunday, August 22 and 23. The event plans include a 93 pig roast, corn feed, horseshoe tournament, and music. The Legion would like to fence off a 94 portion of their property to be used for picnic festivities for these two days only. The Minnesota 95 Alcohol Enforcement Division requires a Temporary On -Sale Liquor License to allow the 96 consumption of alcohol in this outdoor area. The Legion has submitted an application for both a 97 special event permit and temporary liquor license. The applications have been reviewed by staff, 98 including the police and fire departments and the applicant has agreed to comply with safety 99 conditions and to address any other considerations that may arise. Therefore, staff is presenting for 100 city council consideration a resolution authorizing the issuance of a special event permit and 101 temporary liquor license to American Legion Post 566. 102 103 Council Member Reinert moved to approve Resolution No. 09-41 as presented. Consideration of Resolution No. 09-46, approving a special event permit for 107 Miller's on Main annual musicltent event to be held on August 21 and 22, 2009 108 109 City Clerk Bartell reported that Chad Wagner, owner of Miller's on Main has applied to the City 110 for permission to conduct a music event on August 21 and 22. Mr. Wagner is requesting 111 a special event permit. Staf fhas been working with him to ensure that the event is planned to 112 comply with appropriate regulations, including public safety requirements and a list of 113 conditions has been developed and are set forth as an attachment to the resolution before the 114 council Mr. Wagner has obtained a lease agreement for property adjoining the site of the event 115 thus allowing him to meet the set back requirements for a tent. 116 117 Council Member Reinrt moved to approve Resolution No. 09-46 as presented. Consideration of Resolution No. 09-44, authorizing issuance of a 1-4 day temporary 121 liquor license to American Legion Post 566 for a horseshoe tournament on July 25, 122 2009 123 124 City Clerk Bartell reported that American Legion Post 566 has submitted an application for 125 a temporary on -sale liquor license to allow their patrons to consume on their property but outside 126 their building as part of a horseshoe tournament scheduled for July 25, from 10 a.m. to 9 p.m. 127 Their application has been reviewed by staff and the applicant has responded to the city's 128 requirements.
