• <br />• <br />• <br />YOUTH RESOURCE OFFICER <br />CITY OF LINO LAZES /CENTENNIAL SCHOOL DISTRICT NO. 12 <br />SERVICE CONTRACT <br />This agreement is made this 24th day of August,. 2009, pursuant to Minnesota Statute <br />§471.59 by and between the City of Lino Lakes (City) and Independent School District <br />#12 (School District). <br />1. PURPOSE The City of Lino Lakes and the Centennial School District wish <br />to participate in a Youth Resource Officer Program. Both the City and the <br />School District agree that a more formalized approach to the Youth Resource <br />Officer Program is needed to improve understanding and promote mutual <br />respect between police, school, staff, counselors, parents and students. The <br />purpose of this Agreement is to set forth in writing the terms and conditions of <br />the mutual duties and obligations and to create, fund and implement the <br />position of Youth Resource Officer. <br />2. FUNDING The School District will fund the following expenses in connection <br />with the Youth Resource Officer. <br />Officer's salary and related benefits are estimated at $66,530.22 for the <br />2009 -10 school year ($64,096.80 for the 2008 -09 school year). This <br />expenditure shall be determined by the number of hours assigned to the <br />school district. The hourly rate for 2009 -10 shall be $48.07. (2008-09 <br />shall be $46.31). The School District officials and Lino Lakes Police <br />Chief shall determine the specific days/hours of work. <br />3. SERVICES The City shall provide the services of one licensed police officer <br />and related support services and supplies to assist the School District in <br />establishing a Youth Resource Officer Program. The Officer will have primary <br />responsibility in serving as a resource person to faculty, classroom members <br />and school administrators in the promoting of positive juvenile behavior. The <br />School District agrees to provide adequate office space, telephone and other <br />reasonable clerical support services. This officer will not act as an education <br />or related service provider under the Individuals with Disabilities Education Act <br />or related state law for any student. <br />4. PAYMENT The City shall provide billing to the School District for services <br />provided in this Agreement on a quarterly basis. <br />5. TERM This Agreement shall commence on the 8th day of September 2009 <br />and shall end on/or about June 9, 2010. Thereafter, it shall be renewed on a <br />yearly basis by mutual agreement. This Agreement may be canceled by either <br />party by a 30 day written notice. <br />6. GENERAL PROVISIONS It is expressly agreed that the Youth Resource <br />Officer is a City employee and shall not be considered an employee of the <br />School District for any purpose including but not limited to salaries, wages, <br />other compensations or fringe benefits, Workers Compensation, <br />Unemployment Compensation, P.E.R.A, Social Security, Liability Insurance, <br />
