Consider Appointing Patrick Moonen as Lino Lakes Building Official — A <br />council member requested that the council receive more information in the future on the <br />possibility of outsourcing work. <br />6A. PUBLIC HEARING — Pine Street Reconstruction - City Engineer Studenski <br />indicated that at the council meeting he will be reviewing the project feasibility study. He <br />added that the City of Columbus (who shares Pine Street with the City of Lino Lakes) is <br />on board to share costs on the project but is awaiting this city's approval process. Calls <br />from the residents continue to indicate their support for the project. Mr. Studenski added <br />that there has been extensive cooperative work with the Rice Creek Watershed District on <br />the project. <br />6B. Consideration of Resolution No. 09 -90: Conditional Use Permit for a Church <br />at 7868 Lake Drive (North Springs Church) — City Planner Smyser reported that the <br />request relates to the church's attempt to move into the former VFW building. They are <br />expected to finish the work that is required for the site and the work has already <br />commenced. The letter of credit and financing is in place as required by the city. <br />A) Consideration of First Reading of Ordinance No. 11 -09, Amending <br />Ordinance 04 -04 and the Lino Lakes Town Center Design and Development Guide <br />to allow Assisted Living Facilities in certain land use categories within the Legacy at <br />Woods Edge project area — City Planner Bengtson reported that staff has reviewed the <br />plan in place for the Town Center area and has determined that that the amendments <br />presented are the most appropriate way to allow for the proposed assisted living facility. <br />Areas of the plan that would require amendment are highlighted in the staff report. Staff <br />has added some additional "clean-up" items they see as appropriate in the plan. The <br />council confirmed that there are no design standard changes as part of these amendments. <br />
