City of Coon Rapids - Complete review of the current and past housing programs and <br />services and develop a comprehensive housing strategy intended to target the city's <br />housing resources to ensure the most effective return to the Coon Rapids community. <br />City of Woodbury - Provide consulting services relating to the establishment of a Housing & <br />Redevelopment Authority including a systematic process that provides the necessary policies <br />and strategies associated with the city's affordable workforce housing goals. Create the HRA's <br />Housing Action Plan and facilitate the implementation of new housing programs focusing on <br />home renovation and first time homebuyers. <br />Roseville Housing & Redevelopment Authority — Serve as consulting executive director the <br />HRA activities including the facilitation and management of a 7- member volunteer Board of <br />Directors, management of housing programs and policies and oversight for a $1 million <br />annual budget. <br />Private Development Clients — Assist private development firms with tax increment analysis, <br />public finance negotiations and guidance with regards to funding for Brownfield <br />redevelopment. Clients include Solomon Real Estate, GVEC Properties, Flag Builders, Ryan <br />Companies and Rottlund Homes. <br />• Prepare tax increment financing pro forma and sources and uses statements <br />• Assist in preparation and evaluation of public finance agreements. —TIF applications, <br />development agreements <br />• Guide developers through the public approval process <br />• Provide review of tax increment note and determine strategy to maximize its future value <br />• Provide strategies for negotiations with co- developers and public entities <br />• Prepare options for state, county and local grant applications <br />• Prepare Brownfield Redevelopment strategies and public financing plans <br />Ms. Bennett is currently the Immediate Past President of the Economic Development <br />Association of Minnesota and is a certified Economic Development Finance Professional.
