City of Coon Rapids - Complete review of the current and past housing programs and services and develop a comprehensive housing strategy intended to target the city's housing resources to ensure the most effective return to the Coon Rapids community. City of Woodbury - Provide consulting services relating to the establishment of a Housing & Redevelopment Authority including a systematic process that provides the necessary policies and strategies associated with the city's affordable workforce housing goals. Create the HRA's Housing Action Plan and facilitate the implementation of new housing programs focusing on home renovation and first time homebuyers. Roseville Housing & Redevelopment Authority — Serve as consulting executive director the HRA activities including the facilitation and management of a 7- member volunteer Board of Directors, management of housing programs and policies and oversight for a $1 million annual budget. Private Development Clients — Assist private development firms with tax increment analysis, public finance negotiations and guidance with regards to funding for Brownfield redevelopment. Clients include Solomon Real Estate, GVEC Properties, Flag Builders, Ryan Companies and Rottlund Homes. • Prepare tax increment financing pro forma and sources and uses statements • Assist in preparation and evaluation of public finance agreements. —TIF applications, development agreements • Guide developers through the public approval process • Provide review of tax increment note and determine strategy to maximize its future value • Provide strategies for negotiations with co- developers and public entities • Prepare options for state, county and local grant applications • Prepare Brownfield Redevelopment strategies and public financing plans Ms. Bennett is currently the Immediate Past President of the Economic Development Association of Minnesota and is a certified Economic Development Finance Professional. Ms. Bennett graduated with a Bachelor of Science Degree in Accounting from the State University of New York, College at Oswego in 1987 and has completed various continuing education courses including American Economic Development Council Economic Impact Analysis, Real Estate Principles, Real Estate Finance and Real Estate Appraisal.
