The proposed use conforms with all performance standards contained herein. <br />Finding: The applicable performance standards for this use will be dependent on the <br />outcome of the zoning text amendment and rezoning requests. Our review <br />assumes that the City will approve the zoning amendment to allow radio and <br />television broadcasting towers in excess of 200 feet in height as a conditional use <br />in the PSP District and a rezoning of this site from R, Rural District to PSP, Public <br />and Semi Public District. Should the City approve these applications, this site will <br />be in conformance with the applicable performance standards. <br />4. The proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. <br />Finding: In general, radio and television broadcasting towers are not large users of <br />City services. This use will have a relatively low impact on City services and should <br />not overburden their capacity. <br />5. Traffic generation by the proposed use is within capabilities of streets serving the <br />property. <br />Finding: Television and radio tower sites have no employees and only a minimum <br />amount of related ground equipment. As a result, this type of use will produce little <br />traffic and have little impact on surrounding roads. The proposed tower site has <br />access from CSAH 10, which is also known as Birch Street. According to the <br />Functional Classification System Plan, CSAH 10 is a Minor Arterial Route. This use <br />should generate an insignificant amount of traffic and be well within the capabilities <br />of this road. However, the Engineer should comment on its impact on surrounding <br />roads. <br />Given these findings, staff recommends that the Planning Commission recommend and <br />the City Council approve a zoning text amendment to allow radio and television <br />broadcasting towers in excess of 200 feet as a conditional use within the PSP, Public and <br />Semi Public District and a rezoning of this property from R, Rural District to PSP, Public <br />and Semi Public District. Approving the text amendment will add the following language <br />to the Zoning Code. <br />Section 9, Subdivision 1.A.5. The uses permitted in this district may be appropriate in <br />many different land use categories depending on their intensity and the unique <br />characteristics of the particular property. <br />Section 9, Subdivision 1.3. Commercial and public radio and television broadcasting <br />antennas, public safety communication antennas, and public utility microwave antennas: <br />Commercial and public radio and television transmitting and public utility microwave <br />antennas shall comply with the following standards: <br />
