• <br />ISD 12 Rezoning -Birch Street <br />June 13, 2001 <br />page 4 <br />Public Service Capacity: The site lies within the City's existing MUSA and Phase 1 <br />growth area. The residential development of the site should be within the capacity of <br />existing utilities serving the area. <br />Transportation: Access to any future development would be reliant on access from <br />Birch Street and local streets in adjoining subdivisions. Birch Street is a County road. <br />The County Highway Department must comment to the capacity of Birch Street and its <br />ability to accommodate residential development from the 28 developable acres within the <br />38.28 acre total site. <br />OPTIONS <br />1. Recommend approval of the requested rezoning from PSP to R -1X based on the <br />findings of this report, subject to positive comments of Anoka County Highway <br />Department regarding the capacity of Birch Street to accommodate traffic from <br />the subject site. <br />2. Recommend denial of the rezoning and outline findings for denial. <br />111 3. Extend the 60 day review period and refer back to staff for further information. <br />RECOMMENDATION <br />Any land use change is a policy decision determined by the City Council. This request is <br />tied to the School District's request to locate a new elementary school next to Centennial <br />Middle School. If the City finds the middle school site appropriate for an elementary <br />school, then the City must decide the appropriate future land use of the Birch Street site. <br />The change from PSP to R -1X would be consistent with adjoining zoning and guide low <br />density sewered residential land uses. If the County finds that Birch Street has the <br />capacity to accommodate the future development of the site, then the rezoning request <br />can be supported. <br />• <br />
