Land Use, Pages 26 -27 General Goal • Develop a cohesive land use pattern that insures compatibility and functional relationships among activities. General Policies • Establish a cohesive image for the entire community through the uniform application of community promotion, land use development, design and service. • Build on community strengths such as regional parks, environmental quality, open space, strong residential neighborhoods, quality local government, and excellent school and park amenities in defining the City's identity. • Ensure that changes in types of land use occur either at center, mid -block points so that similar uses front on the same street, or at borders of areas separated by major man -made or natural barriers. Community Facilities, Pages 38 -39 Goals • Maintain, improve existing services, and develop new community facilities and services to meet the needs and interests of the community. • Provide for safe, easy access to all facilities and services within the community. • Coordinate facilities and services on a joint use basis between various governmental units to avoid duplication and provide cost effective services. School Policies • Coordinate community growth with the School District to insure proper school facilities to meet future population needs. The School District's interest in creating a shared elementary and middle school campus does economize an existing investment, promote a greater utilization of existing facilities, and is located in a manner that best serves the School District's residents. In this regard, the proposed land use and zoning change is consistent with the Comprehensive plan policies. Within the 2020 proposed Comprehensive Plan under Staged Growth Area Rules, the following recommendation is made:
