• <br />ISD 12 Rezoning- Industrial <br />June 13, 2001 <br />page 5 <br />"In considering land trades, the City will discourage the exchange of <br />developable commercial or industrial zoned land for a proposed residential <br />development." <br />While the rezoning of the industrial land will not directly accommodate residential <br />growth, the School District, in a related application, is requesting that the existing Birch <br />Street parcel be rezoned from P SP to R -1X, Single Family Residential. The City must <br />determine if this requested zoning change is inconsistent with this recommendation. It <br />should be noted that this is a unique request in that it is driven by the facility needs of the <br />School District rather than private development. <br />Land Use Compatibility: To determine the appropriateness of the proposed use, it is <br />beneficial to examine the adjoining land use and zoning. <br />Direction <br />Use <br />Zoning <br />North <br />I -3 5 W <br />L -I <br />South <br />Middle School/Vacant <br />PSP/L -I <br />East <br />Industrial/Vacant <br />L -I <br />West <br />Middle School <br />PSP <br />The proposed site adjoins the middle school site which allows a shared campus <br />arrangement. I -35W represents a physical separation from land uses to the north. <br />Industrial zoning will adjoin the site on the east and southeast. This area was preliminary <br />platted in 1998 under the name of Lake Business Park. This preliminary plat reveals that <br />storm water drainage ponds and a wetland physically separates the proposed site from <br />most of the industrial area. The Lake Business Park preliminary plat relied on a 1,150 <br />foot long cul -de -sac to provide access to the westernmost lot. Long cul -de -sacs provide <br />poor street access for industrial traffic and site access. <br />Performance Standards: The School District would need to submit an application for <br />conditional use permit to allow a school in the PSP District per Section 9.I.1 of the Lino <br />Lakes Zoning Ordinance. <br />The applicant has submitted a survey and concept plan with the subdivision request. In <br />review of this information, we offer the following comment /suggestions: <br />1. The site exceeds the lot area for a PSP lot. <br />2. The site fails to provide for adequate lot width, frontage on a public street, or <br />setback from the south and west property lines. <br />• 3. A wetland delineation is necessary for site development based on information <br />submitted with the Lake Business Park preliminary plat. The eastern portion of <br />the site has wetland constraints that must be addressed in the site design. Any <br />wetland filling will require a wetland replacement plan. <br />
